STANDING RESOLUTION # 16

RESOLVED :

The Genetic Research Committee, hereafter referred to as “ GRC” will be administered

by a committee chairman appointed by the Board . One committee member should be

a veterinarian. If no veterinarian is willing to serve on the committee, then one member

should have a degree in genetics or a related discipline. All other members shall have

been active breeders of Papillons for no less than 5 years.

The committee shall have the power to raise money for GRC.

The various methods used to raise money may be:

( a )	Fun matches for Papillons or all breeds.
( b )	Raffles or similar games of chance.
( c )	Requests for donations.
( d )	Bequeaths from estates.
( e )	Auctions and sales of items made at the request of the committee.
( f )	Sale of commercial items for a percentage of the profits.
( g )	Any other legal method that may be determined at a later date.

All profits generated by the GRC will accrue to the Genetic Research Fund and cannot be used for any purpose other than that specified in this standing resolution. Within the GRC account there will be established accounts for specific funds earmarked for selected disorders, diseases, or conditions to which contributors can indicate where their money will go. At the end of the PCA fiscal year, fund money shall be dispensed to its designated University or professional study group at the discretion of the group or as contracted with the research study group.

The members of this committee will serve in a voluntary manner receiving no personal compensation.

The PCA Treasurer shall maintain a separate Genetic Research Committee Fund Account within the established PCA account and dispense funds in accordance with accepted PCA policy.

The GRC committee shall be able to establish future specific fund accounts within the GRC. Once established, each fund account will be maintained until the need no longer exists, or by dissolution by a 2/3 vote of the general PCA membership.

The GRC committee will poll the membership via surveys published in PAP TALK, and on the PCA web site and/or distributed at PCA National Specialties to determine which disorders, diseases, or conditions are the most detrimental and/or affecting a large number of Papillons to establish future specific fund accounts. Proposed specific fund accounts will be approved by the general membership with accepted PCA policy. The committee shall report to the membership periodic progress via PAP TALK.

PCA will not disperse any funds expended in a manner contrary to that specified in the Standing Resolution. PCA will take legal action to remove itself from any illegal activities of committee members.

The GRC members are prohibited from disclosing the identity of any Papillon(s)

affected or suspected of being affected by any disorder, disease, or condition,

the owner(s), or breeders(s) (unless this is documented public information),

without written authorization to do so as outlined in this Standing Resolution.

( a )

The authorization shall be notarized and signed by all involved persons

and include a waiver of liability to the Papillon Club of American,

its Board and Members.

( b )

The GRC Chairperson will furnish necessary forms to the owner(s) of

the dog with a health disorder. The completed forms will be reviewed

for compliance with the disclosure policies by the GRC chairman .

The final verified correct form will then be forwarded to the PCA Recording

Secretary within 10 days of verification and acceptance by the GRC

chairman . Completed forms to be maintained in the permanent files of

PCA by the Recording Secretary. A duplicate copy will be maintained by

the Genetic Research Committee chairman. Publication of pertinent facts

of the health disorder will be made in PAP TALK.

Members of PCA in good standing may request a copy of the final, notarized disclosure agreement by submitting a stamped return envelope

and a nominal fee for printing.

( c )

Should an allegation with probable cause be made suggesting that a

committee member may be in violation of SR # 16, section 8,

the offending member may be suspended from committee

membership/activity pending action at the next available board meeting,

by a Board vote.

The Board , at the next available board meeting, will then make a

determination based on the facts submitted, to allow the person

to either remain on the committee or be dismissed.
