Mission Statement

The mission of this group, with the support of members of the PCA, is to establish the volunteers of PCA Rescue, regional breed clubs, breeders and fanciers into a national rescue network to assist in rescue of purebred Papillons. PCA Rescue will provide ongoing information, education and support to interested pet owners, clubs, breeders and fanciers to ensure effective humane rescue of any Papillon in need. This is a volunteer effort created for the welfare and protection of the Papillon breed. We support and encourage the effort of clubs, organizations and individuals to rescue purebred Papillons from any type of animal shelters, pound, private homes, veterinarian's office or owner surrender. The committee or its representatives are not to engage in any assistance to wholesale puppy breeders, pet shops or any other commercial business in any way related to dog activities as stated in the Standing Resolution. We are dedicated to finding responsible and loving homes for Papillons. We support spay and neutering of pets. We will provide information on education and training to ensure problem behaviors are dealt with before the dog is abandoned. Our mission is to inform prospective Papillon owners of the special qualities, characteristics and requirements of our breed before they acquire a Papillon. With proper education, we hope to eventually eliminate the purebred Papillon from any and all rescue programs. It is incumbent upon us as owners of Papillons that we make every effort to care for our own breed.

Goal and Objective

  • To help Papillons who are unwanted, abandoned, neglected, misused or are victims of inhumane treatment find responsible and loving homes.
  • To coordinate and assist the efforts of local clubs and individuals in the rescue of Papillons in their area.
  • To educate potential owners about the Papillon and they're special requirements, to ensure an educated decision when selecting the breed.
  • To counsel owners on solving problems to keep Papillons in their homes and to encourage them to use their breeders as a resource of support and information.
  • To keep statistics on Papillons that get into the rescue system.
  • To educate animal control officers and shelter staff on how to identify Papillons and the special requirements and characteristics of the breed to aid in proper placement.
  • To encourage the policy that final responsibility for any Papillons who need a home lies with the PCA member breeder. This responsibility is for the life of the dog no matter the circumstances.

THE PAPILLON CLUB OF AMERICA, INC. STANDING RESOLUTION #14: Papillon Assistance Program

Resolved: The Papillon Assistance Program (P.A.P.) shall hereby replace the Benevolent Fund, and shall be comprised of two parts, operating under the direction/supervision of the PAP Chairperson.

a) Part one shall be called the Benevolent Fund, and shall contain monies set aside for the assistance of members in good standing and others, who, through no fault or negligence on their part, become temporarily in need of financial assistance related to their dogs/breeding program. Criteria for approval shall be application, subject to affirmative recommendation of the PAP Chairperson, ratified by the majority vote of the Board.

Funds for the Benevolent Fund portion of the PAP shall be $1,000 from the existing PAP funds, plus donations received in the future specifically designated for the "new" Benevolent Fund.

b) Part two shall be called the Rescue Fund, and shall be used to support activities on behalf of displaced Papillons.

The Pap Fund will be administered by a committee chairperson appointed annually by the Board of Trustees, supported by committee members approved by the Board.

1. The members of this committee shall have the power to raise money for the Fund. The various methods used to raise money may be:
(a) Fun matches for Papillons or all-breeds.
(b) Raffles or similar games of chance.
(c) Requests for donations.
(d) Bequeaths from estates.
(e) Auctions and sales of items made at the request of the committee.
(f) Sale of commercial items for a percentage of the profits.
(g) Fifty cents added to specialty entry fees.
(h) Any other legal method that may be determined at a later date.
2. All income generated by the PAP Fund Committee will accrue to the PAP Fund and cannot be used for any purpose other than those specified in this Standing Resolution.
3. The members of the committee will serve in a voluntary manner receiving no personal compensation except for expenses as follows:
(a) Postage
(b) $300 maximum for travel expenses in an emergency situation
(c) Telephone calls
All other expenses concerned with the PAP committee will be born by the volunteers. All bills will be documented in order for the committee member to be reimbursed and will be submitted within (30) thirty days to be valid.
4. The PCA Treasurer shall maintain a separate PAP Fund Account within the established PCA account and dispense funds in accordance with accepted PCA policy. Accounting for PAP funds belonging to each category (Rescue and Benevolent) shall be maintained.
5. The committee shall be able to expend funds from the PAP Fund Account to cover the following emergency situations and circumstances similar to the ones listed below:
(a) Aid and assist in the care and placement of dogs in the event of illness, infirmity, or death of a PCA member.
(b) Assist in the care and boarding of dogs, not to exceed thirty (30) days, of a PCA member who may be physically impaired, ill or deceased. This may be limited by funds available in the Benevolent Fund account.
(c) Assist in the placement of dogs found in shelters such as those of local governments or Humane Societies.
(d) Assist in locating missing or stolen dogs of PCA members. These dogs must be identifiable by tattoo, nose print, or some recognized method of positive identification.
(e) The committee shall offer to PCA members at various functions, such as Specialty Shows, the opportunity to identify dogs with tattoo clinics or other methods of identification at nominal cost.
(f) Offer advice to PCA members and new puppy buyers who are potential new PCA members; i.e., recommend diets, shot procedures and health care, etc. This is not to be construed as Veterinary service.
Availability of any and all of the above items will depend upon the solvency of the PAP Fund account.
6. All dogs placed by the PAP committee in their official capacity or with the expenditure of Fund monies must be spayed and neutered prior to placement, if PCA obtains legal title to the animal and health and age permits.
7. The committee or its representatives are not to engage in any assistance to wholesale puppy breeders, pet shops or any other commercial business in any way related to dog activities.
8. PCA will not reimburse any funds expended in a manner contrary to that specified in this Standing Resolution. PCA will take legal action to remove itself from any activities prohibited by Item (7) above, or any illegal activities of committee members.
